your staff/employees are one of the most important things you must have in order to run your restaurant successfully.
at the beginning of the game, you will start off with 2 employees, as your level rises, your staff will slowly unlock. The limit is 9.
Here are the upgrades you will achieve as your level rises:
level 1-2: 2 employees
level 2-5: 3 employees
level 5-8: 4 employees
level 8-11: 5 employees
level 11-14: 6 employees
level 14-17: 8 emloyees
level 17-21: 9 employees
level 21-??: 9 employees.

-chefs
-waiters
-janitors
If you have 9 employees already, i would use 4 waiters and 4 chefs and 0 janitors because janitors are a waste to have despite the fact that you can get achievements by fixing arcade machines, toilets or even clearing trash.

If you have a current theme set to your restaurant such as my rockn'roll theme, you might want to dress your employees to a certain outfit just to appeal to your theme. You can do this by clicking on the uniform icon next to the avatar of your employee that you want to dress.
